Project Controls Manager

Details:

Our client is a leading global energy company specializing in sustainable wood bioenergy. 
They are seeking a Project Controls Manager to support the construction activities underway and planned at their site in Pascagoula, MS. This role will report to the Vice President, Operations Finance and will have primary responsibility for project control activities including: 
Responsibilities:
Lead the project controls function for the assigned construction projects including cost, budget, quantity control, schedule management and reporting
Partner with project management and the construction team to create a culture of discipline and accountability throughout the construction project duration
Enforce consistent project level controls over budgets, schedule, quantities, commitments, liquidity and reporting
Responsible for the early reporting of project cost/schedule/scope challenges and provide solutions to mitigate any identified risks  
Responsible for the preparation and ongoing management of a project budgeting tool that reacts and adjusts to changes in project scope, cost and schedule 
Responsible for leading a forecast process that captures current spend and schedule expectations by area and task during all phases of the project. The forecast will be presented to senior management and include a comparison to the previous forecast and clear explanations for variances
Timely management and reporting of all scope and schedule changes in accordance with company control procedures
Management of project contingency usage in accordance with company control procedures
Advise engineering and project management personnel of potential cost and schedule impacts of scope changes and contingencies 
Monitor projects on a recurring basis (project performance vs. budget, estimated costs to complete, funding authorization request & requirements, etc.)
Monitor progress against project schedule and prepare weekly progress reports
Lead a quarterly cash forecast process that aligns spend with specific milestones by vendor. Reconcile actual spend against quarterly forecast assumptions on a weekly basis and note variances
Management and development of the project accounting staff, schedulers and quantity surveyors
Responsible for all accounting functions of the project including the assignment of budget codes to purchase orders, the timely and accurate receiving of goods and services in the accounting system and the processing of vendor invoices for payment
Timely identification and recording of transactions within company capitalization standards
Partner with the fixed asset team to capitalize assets, including assignment of useful lives, upon the completion of the project 
Study and understand all relevant project documents pertaining to the preparation of budgets and schedules
Build, manage and lead a best-in-class team of professionals aligned with company values
Establish KPI’s to measure performance against goals and objectives and define continuous improvement principles that foster cost reductions and strengthens synergies of cross-functional teams
Manage projects and prepare spend analysis, as needed
Requirements:
Strong leadership skills; proven track record of leading/developing staff and success working with cross functional teams
10 years of relevant and progressive work experience in the project controls function for large construction projects
Proficient in Microsoft Excel, able to provide examples of tools used/created during prior projects
Proficient in Primavera P6, able to identify changes in durations, prepare reports showing comparisons to prior schedules and provide written variance analysis  
Bachelor’s degree in construction management, economics, finance, engineering or a related area
Solid management and general business skills
Working knowledge of finance and/or accounting in terms of budgeting, cost management, treasury, risk management, etc.
Excellent communication skills and listening skills
