Contract Administrator/Analyst/Jr. Buyer

Details:

PTS Advance has an immediate need for a Contract Administrator/Analyst/Jr. Buyer to support in the tactical contracting and procurement activities. This is a 5-6 month contract.  Location is in Richmond, California.  Local candidates strongly preferred. No relocation or per diem.  Work schedule is Mon. - Fri. 9/80's.  Drug test and background check required.
 
Responsibilities:
  • Use existing tools such as: the Labor Rate Computation tool in Excel to compare previous proposals and document the changes and provide the information to the Category Manager
  • for them to negotiate changes.
  • Train suppliers on catalogs (Excel spreadsheets) and validate in the catalog that their proposal match their catalog updates.
  • Coordinate with timekeeping on release of new catalogs based on when rates are effective and when Timekeeping is up to date on invoices.
  • Validate any reconciliations needed with Timekeeping based on timing of rate effectiveness and Timekeeping invoicing activity.
  • Create summaries in a share point template for supplier's compensation schedule, listing out various aspects of compensation that is laid out in the contract compensation schedule
  • Perform equipment utilization reviews to ensure we're paying optimal rates
  • Interface with corporate supply chain and finance groups to update GEP/SMART & SAP systems when suppliers have changes.
  • Create contract amendments for items such as name changes, and extensions under direction from Category Managers.
  • Update GEP/SMART and other systems as directed by Category Specialist and Buyers.
  • Update Procurement's web page with preferred supplier qualification, follow-up, and liaison work.
  • Calculate and record Value Chain Benefits in procurement database.
  • Has experience in Contract administration, including but not limited to developing data analysis, rate analysis and basic contract amendments.
  • Knowledge and experience in Bay Area Manufacturing or similar operation environment. Understanding of various types of field services contractor particular building trade contractors.
  • Strong communication and influencing skills to manage relations with Procurement team members, key Refinery, Project, Maintenance & Reliability stakeholders, and suppliers.
  • Ability to work in a high volume and fast paced environment.
  • Willingness to learn Buyer role and be in a rotation for 'on- call' needs afterhours.
  • Excellent communication.
 
Required Qualifications:
  • High School diploma or equivalent
  • 3+ years of Contract Administrative/Analysis experience
  • Knowledge of mechanical, civil, electrical contractors - particularly building trade contractors
  • Preferred Qualifications:
  • GEP/SMART, DEEM experience
  • Experience working in a Refinery or similar operational environment
