Contracts Administrator 

Client: Refinery
Location: Chalmette, La

Duration: 3-4 months or could go long term

Has to have experience with contract writing - this is most important and handling bids - preferably contract writing for TAR and capital projects. Someone who has extensive capital project / turnaround experience writing agreements. Someone has several years of experience with EPC and critical path agreements.

The Contract Specialist is a contract position hired to work under client's technical direction, policies, and procedures.

Role Description:
Position provides general procurement support for day to day IT, refinery, turnaround, and capital project needs including cost negotiations and contract requirements according to client's goals and objectives.

Job Responsibilities:
Prepare definitive purchase orders, negotiate terms and conditions, make award, and administers contracts with suppliers within budgetary limitations
Develop sources of supply and obtain information from suppliers concerning product and/or service specifications, price, delivery dates, etc. as well as verify applicable data is current at supplier
Solicit proposals, conduct bid evaluations, evaluate costs, negotiate optimum delivery schedules, and verify the best combination of price, quantity discount, product quality, standard terms and conditions, and where appropriate, establish long term agreements such as Master Orders and Blanket Purchase Agreements
Monitor supplier performance and prepare reports and other records pertaining to the items or services purchased, cost, delivery, product or service performance, and supplier performance and/or inventories as applicable
Resolve problems with the Accounting department related to purchasing, delivery, receiving, and payment to the supplier as well as determine the source of the problem and take appropriate corrective action
Coordinate with all levels of management and various departments to assess needs for financial information while developing reports, analyses, and tools to meet those requirements
Support Procurement in the completion of procurement transactions as determined by management
Maintain communication with suppliers during course of procurement action in order to verify supplier performance
Complete purchase requests with domestic and international suppliers by inputting purchase orders, expediting deliveries, and verifying all transactions
Handle correspondence concerning over-shipments, delivery shortages, changes in quantity, delivery dates, and prices and report such changes to the interested parties in a timely manner as required
Act as a liaison between suppliers and involved departments in order to resolve procurement related problems
Contribute to the team effort by accomplishing other job related tasks as needed enabling other workers to achieve their job objectives
Purchase materials, supplies, and services at the most favorable terms for the organization
Evaluate and monitor contracts in order to verify vendors and suppliers comply with the terms and conditions of the contract in addition to determining the need for changes
Communicate with user departments such as Engineering, Accounting, Planning, Environmental, Cost Department, Finance, and other departments as necessary to verify their requirements are met

Qualifications & Skills for Success:
Bachelor's Degree in Materials Management or Business Administration or equivalent work experience
CPSM a plus
Minimum of 5 years of experience in sourcing, purchasing, contracting, warehousing, or distribution
Knowledge of refinery terminology, processes, equipment, and materials
Knowledge of the Microsoft Office Suite (Outlook, Word, Power Point, Excel, and SharePoint)
Strong working knowledge of SAP
